MP Tigran Abrahamyan from the "Honorary Title" faction in the National Assembly wrote:

“It has been more than a month since Armenia has a new Defense Minister— the fourth head of the defense agency after the war. Davit Tonoyan is in custody, Vagharshak Harutyunyan has aspirations for diplomatic work, nothing is known about Arshak Karapetyan, and no one is aware of the current minister's activities and priorities. It has been over a month since we have a new Defense Minister, but like the previous two, Papikyan remains silent.

I did not agree with the overwhelming majority of Tonoyan's initiatives, to which I have always responded publicly. His behavior after the war was unacceptable, and I often responded harshly—his PR campaigns were excessively dominant over actual work, but at least there was some public discourse; good or bad, we knew what he thought, what he wanted to do or not do.

Regarding Papikyan’s activities, there have only been official press releases on a few official meetings and discussions, but we still have no information about his thoughts on restoring the system he leads, eliminating the consequences of the war, or modernizing the military. Although different individuals describe Papikyan at various stages as a modest, silent operative, a figure in his position must realize the key role he plays and provide certain accountability to the public. I am not even mentioning the need for us to understand his priorities, what real plans and measures he intends to undertake to achieve them.

The military budget for 2022 can be characterized in one word: inertial. I get the impression that neither the Defense Minister, nor the Chief of Staff, and even less so Pashinyan, know where to start and where to move.

Pashinyan’s activities since 2018 have been directed towards disrupting the security system, and all his initiatives have not only failed but have also erased what has been built over decades. Pashinyan continues to destroy systems, for which all participating forces and figures—regardless of their personal and professional qualities—will hold responsibility for all of his actions, both what he has done and what he has not done.”
