Boys, if you praise the criminal's 'goodwill' instead of punishing them, you are encouraging criminal behavior: Artsakh Ombudsman

The State Minister of the Republic of Artsakh, Artak Beglaryan, addressed the issue of prisoners of war on his Twitter page.

“Can anyone explain why some international leaders praise Azerbaijan for the return of Armenian prisoners of war when this is a legal obligation under international law, and Azerbaijan is still holding many of them hostage?” Beglaryan wrote.

He emphasized: “Boys, if you praise the criminal's ‘goodwill’ instead of punishing them, you are encouraging criminal behavior.”
