In 2021, aerial photography was conducted throughout the territory of the Republic. This was stated during a government session by the head of the Cadastre Committee, Suren Tovmasyan. It should be noted that the Cadastre Committee is responsible for aerial photography of Armenia's settlements and processes information about all buildings.
"The aerial photographs contain all unauthorized buildings constructed up to January 1, 2021, and those unauthorized constructions built in 2021 must be presented for special registration, through which we will eliminate the presence of unauthorized buildings in Armenia. The aerial photographs will be ready in about 1-2 months," said Suren Tovmasyan.
Prime Minister Nikol Pashinyan inquired how long the opportunity for legalizing unauthorized buildings would be granted, to which Minister of Justice Karen Andreasian elaborated that the opportunity would be given to unauthorized constructions built before the law comes into force; after that, unauthorized buildings will not be legalized.
Nikol Pashinyan noted that every time an issue is attempted to be resolved, a loophole is still left open. "Now, in some places, some people have taken up shovels and are going... Have you forgotten that half of Ajapnyak turned into stores overnight, and how much effort it took on my part to take action forcefully? It cannot be like this. The entire problem is that we need to establish some final number so as not to give people motivation. After your statement, there will be a bit more lobbying, the law’s adoption will be delayed, and I am not saying that it will go to the Constitutional Court, which will take another three months, and half of Armenia will have illegal construction. This is a wrong approach," said Nikol Pashinyan, urging the need for new mechanisms.
Nikol Pashinyan remarked that their discussion is currently giving a significant impetus for everyone to engage in illegal construction. "Such actions cannot be made. We are supposedly fighting against illegal construction, but I assure you that in the coming three months, an unprecedented volume of construction will begin in Armenia," the Prime Minister emphasized.
