Azerbaijan is Once Again Involving Turkey in the Game: Armen Petrosyan

Eastern expert Armen Petrosyan's post states:

“In the matter of the ‘Zangezur Corridor,’ Baku is employing a tried-and-true strategy. The political approach of Baku concerning the implementation of the Turkish-Azerbaijani project titled the ‘Zangezur Corridor’ is almost identical to that observed in the resolution process of the Nagorno-Karabakh conflict. It encompasses the following tactical steps:

1. Imitative stance and participation in the ‘process of unblocking regional economic and transport routes,’ but a failure to finalize agreements at a crucial moment, as was the case after the trilateral meeting on November 26 and the corresponding announcement.

A vivid example of Azerbaijan's behavior in the Karabakh resolution process was the meeting between the Presidents of Azerbaijan, Armenia, and Russia in Kazan in 2011, during which a planned agreement was not reached.

2. Throughout the process, alongside political tools, threats of force and the use of force have been applied. We have repeatedly witnessed this over the past year. The most recent instance was the aggression on November 16 and Ilham Aliyev's latest comments regarding the Zangezur Corridor, demanding a specific timeline for the opening from the Armenian side.

3. Following a victory in war, Azerbaijan's similar tactics are also calculated as a psychological influence on Armenian society, emphasizing the possibility of a new war threat.

4. It once again brings Turkey, the older brother, into the game.

In this context, Yerevan needs to develop mechanisms to prevent Baku’s actions both outside of the negotiation process (which is ongoing regarding unblocking transport routes without corridor logic) and within international organizations, as well as discussions with partners and within Azerbaijan itself.”
