Foreign Citizens Can Now Take PCR Tests at Armenian Border Checkpoints: Update

The opportunity for non-citizens to undergo PCR laboratory testing at Armenia's border crossing points has been restored. This information has been provided by the Ministry of Health of Armenia, which notes that changes have been made to the government decision No. 1514-N from September 11, 2020.

The full decision is as follows:

“Based on Articles 33 and 34 of the Law on Normative Legal Acts, the Government of the Republic of Armenia decides:

  1. To amend the annex of the Government of the Republic of Armenia decision No. 1514-N from September 11, 2020, concerning the establishment of quarantine due to the coronavirus disease (COVID-19) as follows:
  2. In point 2 of the annex, replace the words “foreigners without a certificate, foreigners with temporary or permanent residence status in the Republic of Armenia, stateless persons residing permanently in the Republic of Armenia, persons granted asylum in the Republic of Armenia and persons with refugee status” with the words “persons without a certificate.”
  3. Revise the first sentence of point 3 as follows: “Except for cases of hospitalization based on the presence of the certificate and vaccination certificate established by points 2 and 2.1 of this annex, in all other cases, the person is subject to sample collection for the PCR test at the sampling points located at the airport or at land border checkpoints and mandatory self-isolation until negative results of the PCR test are obtained.”
  4. Revise point 6 of the annex as follows: “The entry of persons without Armenian citizenship into the Republic of Armenia is prohibited if they refuse to comply with the measures established by points 2 and 3 of this annex and refuse to register in the ARMENED system as per point 3 or do not have a vaccination certificate established by point 2.1.”

2. The Minister of Foreign Affairs of the Republic of Armenia and the Chairman of the Civil Aviation Committee are instructed to ensure compliance with the requirements of point 8 of the annex of this decision.

This decision applies to relations arising from December 1, 2021, and enters into force on the day following its official publication.”
