No Guarantee of Peace After Border Delimitation and Demarcation, Armenia Must Strengthen: Davit Babayan

“We value any meeting because we prefer dialogue over military actions,” said Davit Babayan, Minister of Foreign Affairs of the Republic of Artsakh, in an interview with ‘Factinfo’ regarding the upcoming trilateral meeting between Prime Minister Pashinyan, President Putin, and President Aliyev on November 26.

According to Babayan, the main focus of the meeting will be on maintaining peace and stability.

When asked whether a document could be signed during the meeting to start the processes of delimitation and demarcation if Pashinyan states that the Armenian side finds the Russian proposals acceptable, Babayan responded, “It is not excluded that some commissions may be established, but it must be understood that the process of delimitation is quite complex and lengthy. It can take years.”

Babayan noted that there are no guarantees that there will be no border tensions during this process, as Azerbaijan does not fulfill its obligations. “There are constant provocations, and we must also be prepared for them. We generally need to understand that Azerbaijan will not abandon such tactics,” he said.

Babayan reminded that from the first Nagorno-Karabakh war until the April war, Azerbaijan constantly resorted to various provocations, and thereafter used these provocations to instigate a new war. “They did not respect the terms of the ceasefire agreement and did not show any goodwill; why should they change now, especially when they feel invincible?” he emphasized.

Babayan highlighted that the Armenian side must conduct a correct policy in the current situation—diplomatically, geopolitically, and militarily. After the completion of the delimitation and demarcation processes, there can still be no guarantee that peace will prevail, and that the enemy will refrain from provocations. “Armenia must strengthen itself, overcome this difficult situation, and pursue a correct geopolitical course; there is no other option,” he added.
