Russia's Obligations and Border Situation: What Happened Yesterday

The newspaper "Zhoghovourd" writes: "Yesterday, the Republic of Armenia appealed to the Russian Federation to protect the territorial integrity of the country according to the treaty signed between the two countries in 1997, as an attack has occurred on the sovereign territory of Armenia.

According to Article 3 of the "Treaty of Friendship and Mutual Assistance" signed in 1997, "the parties shall jointly take all available measures to eliminate the threat to peace, to prevent violations of peace, or to respond to any acts of aggression taken by any state against them, and shall provide necessary assistance to each other, including military assistance."

Article 2 of the treaty states: "The High Contracting Parties shall cooperate closely in ensuring the protection and security of the sovereignty and territorial integrity of the Republic of Armenia and the Russian Federation. They shall immediately consult whenever one of them believes that a threat of armed attack has arisen against it for the purpose of ensuring collective defense and maintaining peace and mutual security. During these consultations, the necessity, forms, and scale of the assistance that one High Contracting Party would provide to the other in overcoming the existing situation shall be determined."

According to Article 3, "the High Contracting Parties shall jointly take all available measures against threats to peace, to eliminate violations of peace, or to respond to any acts of aggression undertaken by any state or group of states, and shall provide necessary assistance to each other, including military assistance, in accordance with the exercise of the right to collective self-defense under Article 51 of the UN Charter."

It should be noted that in May, when Azerbaijani forces entered Armenian territory, there was a previous appeal to the CSTO, but later, the assistance was deemed ineffective. For its part, the Ministry of Foreign Affairs emphasized that Azerbaijan's aggressive actions have resulted in human losses and called on international partners, including the Russian Federation, CSTO, and the co-chairs of the OSCE Minsk Group, to "respond clearly and specifically to the actions of the Azerbaijani side that seriously threaten regional peace and security and take measures to prevent them, aiming for the complete withdrawal of Azerbaijani armed forces from Armenian territory."
