OSCE Minsk Group Co-Chairs Release Statement

On November 10, OSCE Minsk Group Co-Chairs Andrew Schofer (USA), Igor Khovaev (Russia), and Bris Roquefeuil (France) released a statement following separate meetings with Armenian Foreign Minister Ararat Mirzoyan and Azerbaijani Foreign Minister Jeyhun Bayramov in Paris. It was noted that the co-chairs received both foreign ministers during a joint meeting, which was opened by French Foreign Minister Jean-Yves Le Drian. The meeting was also attended by the Personal Representative of the OSCE Chairperson-in-Office, Andrzej Kasprzyk.

The co-chairs and foreign ministers continued discussions on a range of possible measures for de-escalation that began in New York, including future meetings in this format and a proposed visit to the region by the co-chairs.

Furthermore, it was noted that the co-chairs discussed the implementation of the commitments undertaken by the parties under the trilateral statement of November 9.

The co-chairs reaffirmed the importance of achieving progress on humanitarian issues, including, among others, the matters of detained persons, demining, missing persons, the voluntary return of displaced persons, and the protection of historical and cultural sites. They urged the parties to ensure unimpeded access for international humanitarian organizations.

The co-chairs also emphasized the importance of avoiding incendiary rhetoric and provocative actions.

On November 10 and 11, the co-chairs met with representatives from the French Ministry of Foreign Affairs and the Élysée Palace to discuss their ongoing efforts to assist the parties in finding comprehensive solutions to all issues related to the Nagorno-Karabakh conflict and its aftermath, in line with their mandate.
