How Will the Lives of Residents of Adjacent Communities Be Organized? Ombudsman on the Statement of the Security Council

The Ombudsman of Armenia, Arman Tatoyan, addressed the situation surrounding the Goris-Kapan road on his Facebook page. He stated, "It turns out that the border and customs authorities of Azerbaijan are being instructed to collect payments from Armenian citizens and foreigners traveling along the Goris-Kapan road or to intervene in their rights in other ways. In that case, perhaps the official who made such a statement could clarify what the Azerbaijani legislation provides regarding the rates of payments and duties, what rights individuals have during these collections, whether payments will be made in Armenian drams or in foreign currency, what the procedure for filing complaints is, and how he intends to protect the rights of the citizens?"

He further inquired, "How will the lives of residents of adjacent communities be organized, who seem to fall under the zone of Azerbaijani customs and border control? Or maybe, as a result of demarcation and delimitation, the Azerbaijani authorities lose jurisdiction over that road, because international mechanisms for the protection of human rights provide such an opportunity?"
