Construction of Residential Complex in Center Suspended Due to Serious Violations
The construction work on the residential complex being built in the central administrative district has been suspended based on an inspection by the State Inspection Body of Urban Development of Armenia.
The inspection body has issued a statement detailing the following: In accordance with the Armenian law on the organization and conduct of inspections, and based on the Prime Minister’s decision No. 730-L from June 11, 2018, paragraph 20, subparagraph 7, and the directive No. К/1559-2021-А from Gegham Shakhbazyan, the head of the State Urban Development Inspectorate, dated October 4, 2021, specialists from the Yerevan territorial division of the inspectorate conducted inspections on October 7 at the addresses Baghramyan Avenue 30, Ler Kamsar Street 30/4, and 30/6, targeting compliance with legal requirements in urban development.
The inspection revealed that construction work was carried out with deviations from the approved project, violating construction acceptance standards, production, and norms. Specifically, previously used steel reinforcements were installed in the rigidity diaphragms and reinforced concrete walls, the step of reinforced concrete element projections did not conform to the project, the leveling of the concrete was poorly executed, protective layers of concrete were missing in some places, and the stirrups did not comply with current norms and the project at the joints of load-bearing elements.
As a result, these violations could endanger the stability and safety of the building, posing risks to human safety and cannot be remedied without halting construction in the affected area.
Additionally, the regulations governing the execution of technical supervision were also violated during the construction process.
In light of these circumstances, and guided by Article 12, part 2 and Article 121 of the Armenian law on responsibility for violations in the field of urban development, the contracting and technical supervision companies were held administratively liable and subjected to administrative penalties.
The inspectorate has also reached out to the Armenian Urban Development Committee regarding the suspension of the licenses of the contracting and technical supervision organizations. Notably, the construction portions that were built with violations at the aforementioned addresses have been dismantled under the direct supervision of the State Inspectorate of Urban Development.
