Armenian Foreign Ministry on Mirzoyan-Bayramov Meeting: Key Discussions

The Armenian Foreign Ministry reports that on November 10, Armenian Foreign Minister Ararat Mirzoyan met with the co-chairs of the OSCE Minsk Group—Andrew Schofer (USA), Igor Khovaev (Russia), and Brice Roquefeuil (France)—in Paris.

The interlocutors discussed a wide range of issues related to the settlement of the Nagorno-Karabakh conflict. Ararat Mirzoyan emphasized that a comprehensive and lasting solution to the Nagorno-Karabakh conflict can only be achieved through peaceful means, within the mandate of the OSCE Minsk Group and based on principles and elements known to the parties.

The importance of the co-chairs' visit to the region was noted in the context of familiarizing themselves with the situation on the ground. During the meeting, the parties prioritized the implementation of clear steps aimed at de-escalation in the region. In this regard, Ararat Mirzoyan condemned attacks on the civilian population in Nagorno-Karabakh that resulted in casualties and deemed the ongoing hateful rhetoric unacceptable.

The Armenian Foreign Minister and the OSCE Minsk Group co-chairs exchanged views on humanitarian issues requiring urgent resolution. In this context, Ararat Mirzoyan underscored the necessity for the prompt and unconditional repatriation of Armenian prisoners of war, hostages, and other detained individuals, as well as clarifying the fate of the missing persons and safeguarding Armenia's cultural heritage.

On the same day, hosted by French Foreign Minister Jean-Yves Le Drian and with the mediation and participation of the OSCE Minsk Group co-chairs, a meeting took place between the Foreign Ministers of Armenia and Azerbaijan. During the quintet meeting, the Armenian Foreign Minister expressed the Armenian side's position on fully restoring the peace process for the settlement of the Nagorno-Karabakh conflict within the framework of the OSCE Minsk Group's co-chairmanship.

Ararat Mirzoyan reaffirmed the positions expressed in the meeting with the co-chairs, including the necessity for de-escalation and the resolution of humanitarian issues, as well as the unacceptability of provocations and hateful rhetoric.
