Yerevan and Baku Committed to November 9 Agreement Provisions: Russian Foreign Ministry Statement

In connection with the one-year anniversary of the trilateral agreement between the leaders of Armenia, Russia, and Azerbaijan regarding the cessation of hostilities in the Nagorno-Karabakh conflict zone, the Russian Foreign Ministry has released a statement. It reads:

“November 9, 2021, marks the one year since the leaders of Russia, Armenia, and Azerbaijan—Vladimir Putin, Nikol Pashinyan, and Ilham Aliyev—adopted the declaration on the cessation of hostilities and all combat actions in the Nagorno-Karabakh conflict zone. This step allowed for the cessation of bloodshed and initiated the process of establishing peaceful life in the region.

Today, we can state that the agreements outlined in the November 9, 2020 declaration are generally being implemented. At the same time, it is important that Yerevan and Baku continue to adhere to the further implementation and unwavering execution of all provisions of the declaration.

According to the November 9, 2020 declaration, the Russian peacekeeping mission plays a significant role in ensuring security and stabilizing the situation in the region. This is acknowledged by our Armenian and Azerbaijani friends.

As of December 2, 2020, a total of 122 prisoners of war and detained individuals have been returned with the participation of Russian peacekeepers, of which 105 have returned to Armenia and 17 have gone back to Azerbaijan. Three packages of maps of mined areas were returned to the Azerbaijani side.

The Russian peacekeeping mission actively participates in smoothing out the peaceful life. Humanitarian aid is regularly delivered to the region, areas are being demined, and critical infrastructure for life is being restored. Approximately 53,000 refugees have returned to their homes.

Since December 2020, the Russian Ministry of Emergency Situations has delivered 1,581 tons of humanitarian cargo (including power plants, engineering and firefighting equipment, essential goods) to the region, along with 800 tons of construction materials. Humanitarian demining work has been carried out,” the statement notes.
