Police and NSS Accompany Citizens on Goris-Kapan Highway Section: Fidanian
On the 21 km section of the Goris-Kapan highway, the police are performing a number of functions, accompanying citizens. Currently, due to weather conditions, the necessity for escorts is increasing, Deputy Police Chief Ara Fidanian stated during a press briefing.
When asked if there are cases where citizens pass through that section of the road without police escort, Fidanian replied, "No, I cannot say that. In the section where escort is necessary, it is definitely carried out—whether by police or NSS forces."
Journalists reminded the Deputy Chief about an incident on the Goris-Kapan highway, where Azerbaijanis stopped a citizen's vehicle, insulted them, and hit their transport. When asked how such incidents occur even in the presence of escorts, Fidanian did not give a clear answer. "I cannot say; it’s essentially other services that carry out checks, so it would be more appropriate to direct that question to them," he said.
As for the section of the Goris-Kapan highway that is considered outside of police authority, according to the Deputy Police Chief, it should be regulated based on international agreements. "That section, which is beyond the police's functions and authorities, should be regulated based on international documents. That is, the part of the road that is not considered within the territory of the Republic of Armenia, and if any incidents occur there, there is an understanding that in the case of road accidents, the police handle that section. Yes, we have had several incidents there, and our police have taken corresponding measures," he added.
