Do I understand correctly that people should both be vaccinated and wear masks? Gevorg Grigoryan

The President of the Armenian National Health Council, Gevorg Grigoryan, wrote on his Facebook page: "According to our 'smart' administrators' decision, from today ALL must wear masks even in open spaces. Setting aside the fact that this decision was made because the 'smart ones' have been able to 'digest' their incompetence due to the death of over 6000 people from coronavirus (not to mention the war), I have two fundamental and logical questions and one summary question:

1. If masks protect people from infection, why are people getting vaccinated (the mask-wearing requirement applies to EVERYONE)?
2. What is truly the life-saving measure now, wearing masks or vaccination?
3. Do I understand correctly that people must both be vaccinated and wear masks, and those who are not vaccinated should either take a test every 14 (10 or 7) days and wear a mask?

P.S. With such approaches, even if Hippocrates personally promotes vaccination, there will still be no positive results."
