If we are dealing with the second option, then the Armenian authorities must provide a serious explanation: Styopa Safaryan

Chairman of the Public Council and political analyst Styopa Safaryan wrote on his Facebook page:

“There are not many options for interpreting such a post by a petty terrorist.

  1. Either Azerbaijan has backed away from its previous position of 'there will be a sovereign Zangezur corridor'
  2. Or we have retreated from our previous position of 'there will be no corridor logic, but the roads will open in all directions and for all parties.'

I am inclined to think that the first case is more likely at this point, given the facts and analyses at my disposal seem to support that:

  1. One of the acute and dangerous confrontations between Iran and Azerbaijan was not only the prohibition of Iranian trucks entering Artsakh from Armenian territory, which was formally fulfilled, but also Azerbaijan's decision to cut off Iran’s communication route to the Caucasus and the Black Sea. Ultimately, from Tehran’s displays of power, Azerbaijan understood that this would bring war, not just a corridor.
  2. Days ago, the Deputy Prime Minister of Armenia announced that the issue of the corridor is not being discussed in the trilateral commission on unblocking roads, and this is the most recent information from that commission, complemented by similar statements made by official Yerevan, including the Secretary of the Security Council.
  3. It has been repeatedly stated that at this moment only one railway line can be rapidly and first restarted: the Ordubad-Nakhichevan-Eraskh-Yerevan-Gyumri-Tbilisi-Baku line, as the operation of other railways requires extensive investments, labor, and time.
  4. The statements coming from Baku about the intense construction of the Horadiz - Zangelan railway to the south of Artsakh and this small khan’s recent statements seem more like attempts to save face before their society, claiming that the 'Zangezur corridor' line will also exist in the future to justify why an optimal route is opening and why the promised route is not being implemented.

If we are dealing with the second option, then the Armenian authorities must provide a serious explanation as to why the official Yerevan's approach has changed.”
