Jambarak Mayor Suspected of Abuse of Official Powers

The Jambarak municipal mayor, 38-year-old Vazgen Adamyan, along with several other municipal employees, is suspected of abusing official powers. This follows a series of communications sent to the Jambarak police department from the prosecutor’s office in the Gegharkunik region, as part of ongoing investigations in accordance with Articles 180-181 of the Armenian Criminal Procedure Code.

According to Shamshyan.com, the documents relate to findings from inspections conducted by the State Inspection Committee for Architecture, Urban Development, and Fire Safety from August 13 to August 26, 2021, which identified numerous apparent crimes in the Jambarak community.

Adamyan is accused of failing to perform his duties required by Article 42, Part 1, Clause 8 of the Law on Local Self-Governance, which mandates the prevention and suspension of unauthorized construction and ensuring the rectification of any consequences in accordance with the law. During 2020, 37-year-old Karen Balayan, a member of the Jambarak community council, allegedly constructed a building at 8 Tigran Metz Street in Jambarak without the required permissions.

In a different report, it was highlighted that another unauthorized construction was carried out by 37-year-old Arman Nikoghosyan, also resulting in the building being legalized and sold to Balayan.

Further allegations indicate that Adamyan failed to fulfill his obligations when, in 2019, another unauthorized construction by 37-year-old Arman Sevanian was also legalized and sold after being constructed without permission.

The documents received by the Jambarak police also state that Adamyan organized public auctions in a manner that allegedly favored certain participants. For instance, on October 10, 2018, he is accused of conducting formal public procurement for land plots and favoring specific individuals connected to the Jambarak Municipal Services.

According to information from G. Shamshyan, an investigation is underway at the Jambarak police department regarding all mentioned facts, and materials are being prepared in relation to these cases.
