During the large-scale military operations in Artsakh from September to November 2020, on October 6, preliminary information indicated that Captain Hrant Rudolf Papikyan, head of the medical service of the 18th Division (Hadrut), had been captured. This was reported by Tigran Abrahamyan, a member of the 'I Have Honor' faction, who added: 'On September 24, I sent a letter to the National Security Service, requesting information on what actions have been taken and are being taken regarding the fate of Captain Papikyan. Does Azerbaijan confirm the fact of his captivity? If not, does the NSS have other means to clarify the fates of servicemen in such cases and organize their repatriation? The legally stipulated deadline has passed, yet the NSS has not responded in any form. Does a state governance system exist or not? This is already the fourth such case. And this government wants to convince our society that it is capable of representing our interests in the complex processes facing the country. You can't even respond to official letters, let alone tackle the challenges facing the country. A simple letter without intrigues, internal political context, and manipulation regarding the fate of an Armenian remains unanswered,' wrote Abrahamyan.
