On October 15, Artsakh's State Minister Artak Beglaryan, Human Rights Defender Gegham Stepanyan, and Minister of Health Mikael Hayriyan visited the Republican Medical Center and the Central Military Hospital in Stepanakert to assess the health condition of six servicemen who sustained gunshot wounds from shots fired by Azerbaijani armed forces directed at the combat outpost of the Artsakh Defense Army along the eastern border of the Republic of Artsakh on the evening of October 14.

Arthur Jalavyan, the deputy chief of the Central Military Hospital in Stepanakert, told an Artsakhpress correspondent that two of the servicemen are in a critically stable condition, with no immediate threat to life, while two others are in moderate condition and the last two are stable.

The State Minister of Artsakh discussed the misinformation regarding casualties among the servicemen and urged the public to refrain from spreading similar false news. “Fortunately, we have no casualties. Initially, the condition of two servicemen was unclear, but they were timely transported to the hospital, and their condition was stabilized. We have not suffered any positional losses; the fire was directed at our outpost, which remains under the control of our servicemen,” said A. Beglaryan.

According to Artsakh's Human Rights Defender Gegham Stepanyan, the incident should be viewed as aggressive behavior by the Azerbaijani armed forces, a brazen attitude towards the peaceful inhabitants of Artsakh. “This is not the first incident recorded after the establishment of the ceasefire; there have been similar occurrences before, but not on this scale. Repeated statements have been made to withdraw Azerbaijani positions from the vicinity of peaceful settlements, as they represent a real and immediate threat to the civilian population. Clear mechanisms must be implemented to prevent similar incidents in the future. In this specific case, it should be clarified who is at fault, what actions were taken and what steps should be taken to hold them accountable,” emphasized G. Stepanyan.

The Human Rights Defender believes that the indifference shown by countries towards Artsakh undermines widely accepted principles of international law and jeopardizes the human rights protection agenda and the established legal framework.
