Why the Government is Hesitant Regarding the Deputy Chair of the Parliamentary Commission

The newspaper "Hraparak" has reported: "The formation of the parliamentary investigative commission examining the circumstances of the war is being delayed for several reasons. Firstly, unlike the April commission, Andranik Kocharyan cannot chair it this time, as the opposition will oppose this, there is a conflict of interest, and a representative of the government cannot guarantee an objective investigation.

This is also linked to the government's stubbornness regarding the election of the Deputy Chair of the Parliamentary Defense Commission. According to the Parliament's regulations, the investigative commission will be formed based on the Defense Commission, and the Deputy Chair of that commission will effectively be the chair of the investigative body.

Incidentally, although Andranik Kocharyan stated during the session that they would attempt to limit the opportunities for nominating a Deputy Chair through an amendment to the Parliament's regulations, suggesting that after 1-2 nominations and failure to win, the candidate would have to change, the "Hayastan" alliance believes that even if there are changes, it cannot have retroactive effect and will not apply to Ghazinyan.

The government envisions the involvement of non-parliamentary figures in the commission in the form of experts, which the opposition also considers problematic and illegal. "Invitees cannot work as experts; they will only be summoned for 'interrogation'," they stated.
