Russian Citizens Driving Under the Influence May Face Permanent License Revocation

In early September, Russian Deputy Prime Minister Marat Khusnullin instructed the Ministry of Internal Affairs, the Ministry of Health, and the Ministry of Justice to present proposals for establishing criminal liability for driving under the influence and causing death.

One of the proposals includes permanently revoking not only the driver's license of those caught driving intoxicated but also their ability to operate any type of vehicle, including snowmobiles, special equipment, jet skis, boats, airplanes, and trains, according to reports.

Additionally, the government proposes to restrict or revoke the rights of offenders regarding weapon ownership.

According to current legislation, the maximum allowable blood alcohol content is 0.16 mg per liter of exhalation or 0.3 g per liter of blood. The Code of Administrative Offenses provides for fines and license suspension for driving under the influence, while a drunk driver behind the wheel risks returning to prison.

Khusnullin clarified that in 88% of fatal accidents, drivers were under the influence of alcohol. “A person driving in such a condition threatens the lives of other road participants, therefore, I have instructed to consider the possibility of strengthening liability measures, up to and including criminal punishment,” stated the Deputy Prime Minister.
