6500 Apartments to be Constructed in Artsakh

On October 12, the National Assembly of Artsakh discussed the draft government decision regarding the implementation of the residential program for the families of individuals recognized as deceased or missing as a result of the military actions unleashed against the Artsakh Republic on September 27, 2020, as well as for first-group permanently disabled individuals and those left homeless. Present at the discussion were Artsakh's State Minister Artak Beglaryan, the Chairman of the Committee on Housing Issues Armen Mangasaryan, and the head of the socio-economic division of the State Minister's office Susanna Abrahamyan.

The project was introduced by Armen Mangasaryan, who informed that the authorized body for the registration of beneficiaries will have a website, and applications will also be accepted electronically. When determining the priority of applications, the basis will be the need, not the submission time.

The plan includes the construction and acquisition of 6500 apartments and residential homes. The square meter price for apartments in the primary market must not exceed 360,000 AMD, and in the secondary market in Stepanakert, it should not exceed 240,000 AMD (and the total price should not exceed 26 million AMD). For residential houses, the price should not exceed 200,000 AMD (with a total ceiling of 36 million AMD), and in regional centers, the price for multi-apartment buildings should be limited to 120,000 AMD, while the total cannot exceed 100,000 AMD.

In regional centers, the price for residential houses should not exceed 15 million AMD, and for rural settlements, it should not exceed 10 million AMD. The purchase and renovation costs must be lower than the cost of new constructions. Apartments will be allocated under conditions of operation for 10 years, with 16 to 22 square meters allocated per person. The state will ensure that the apartments are furnished and provided with household appliances within a limit of up to 2 million AMD.

The contract for the gratuitous provision of apartments will be terminated if the beneficiary does not reside in the apartment for 3 consecutive months. The program is expected to be completed by July 2024.

After the presentation of the project, the deputies directed questions to the presenter. State Minister Artak Beglaryan and the head of the socio-economic division of the State Minister's office Susanna Abrahamyan also provided necessary clarifications. Since October 6, the draft decision has been in Parliament. The Deputy Speaker of the National Assembly, Gagik Bagunts, reminded that parliamentary members have the opportunity to submit suggestions until tomorrow.
