Member of the "Alternative Projects Group" Vahe Hovhannisyan wrote: "Days ago, I published a series of questions related to the war, aiming to draw public attention. The creation of a parliamentary inquiry commission is, in my opinion, a meaningless and fake step. Such a commission will not provide answers to any questions in today’s Parliament. On the contrary, it is a commission to blur the answers. I also find the position of the opposition factions incomprehensible as they attach importance to the idea of establishing an inquiry commission in today’s Parliament.
It is much more important to have a healthy and honest discussion in society with the participation of active public circles. After all, we must stop being a one-day state with its one-day society, when discussions around the war become concentrated, for instance, only on the anniversary of September 27, and then dissipate and are forgotten.
Once again, I present a group of questions that may not be exhaustive but can serve as a basis for substantial discussion. There are two main questions: a) bringing peaceful negotiations to a deadlock and leading to war, b) rejecting the proposal(s) to prematurely cease the war. There are serious public statements from significant actors regarding the second question, including Russian President V. Putin, Armenian Prime Minister N. Pashinyan, Azerbaijani President, NSS acting head M. Hambardzumyan, and Chief of Staff O. Gasparyan, among others. This is the darkest question that needs to be examined. On the other hand, it is the most concrete question, and the opportunities for maneuvering are limited. Ultimately, we must clearly know whether such a thing occurred or not. Without a conclusive answer to this question, we cannot call ourselves a civilized state and a civilized people.
These questions have their sub-questions that must be discussed in detail. July events: what actually happened? Why did the head of the ruling faction declare only weeks before the war that Turkey would not intervene in a possible war? Whose interests did that statement serve? By the way, that individual is now an ambassador in the USA.
Shadow negotiations: who participated, where, about what, and what happened afterward? The deployment of militants in Azerbaijan: Andranik Kocharian states that on September 23, 7700 militants were already transferred, of which they learned later. This is a huge number; why was it not known earlier, why was it not prevented, and why was the aircraft transporting them not shot down? Why was there no international noise made? 7700 is not a flock of chickens that can be brought unnoticed. Weeks ago, international media reported that the Turks were recruiting and transferring militants to Azerbaijan. What work has been done regarding this with Russia and the Minsk Group? Simultaneously, the Armenian Foreign Minister Z. Mnatsakanyan stated at a press conference on September 13 that they are aware of military buildups and groups of militants being transferred to Azerbaijan. Thus, official sources are in deep contradiction with each other.
The individual behavior of Security Council members, the recordings of meetings. During the war, Security Council meetings took place. Crucial issues were discussed that pertained to thousands of lives, related to the course of the war and its cessation. From the state’s interest perspective, the personal expressed opinions or individual silence of the participants is very important; many of them are now high-ranking officials, some have even formed self-indulgence. From the state’s interest perspective, this is not a matter on which a silent consensus can be formed, blaming only Nikol. It is likely that fateful issues were discussed and decided there. After this disaster, it is essential to understand the role of the Security Council as a state institution and the role of specific individuals. As a reminder, during the days of the war, Security Council meetings were held on September 27, 28, 30, and October 14, 19.
