Possible Economic Inflation in Artsakh: Issues Arising from Azerbaijan's Customs Law, According to Attorney

Attorney Narek Aloyan raises concern about the sharp risk of inflation in Artsakh. "According to information disseminated by the Azerbaijani Customs Committee, based on Article 210 of the Azerbaijani Customs Code and Article 24 of the Law on State Duties, foreign vehicles are required to pay road tax and state duty upon entering and exiting the territory of the Republic of Azerbaijan. Based on the aforementioned legal regulations, representatives of customs authorities collect corresponding fees from vehicles transporting cargo from Iran to Artsakh at the police checkpoint on the Goris-Kapan interstate road.

Thus, the cost of cargo transport to Artsakh has increased by the amount of road tax and state duty charged by Azerbaijan. In such conditions, inflation in Artsakh is inevitably possible, and it is necessary to prevent or contain it as much as possible in a timely manner.

The issue has two solutions:
1. Considering Artsakh's current status, to eliminate the road tax and state duty for cargo transport to Artsakh through diplomatic channels (for example, with the support of the Russian Federation).
2. To provide temporary subsidies to Artsakh's businesses to contain the expected inflation until a main solution to the problem is found.

At the same time, taking into account the daily changes surrounding the situation in Artsakh, it is necessary to create a working group composed of experienced diplomats and economists, and to keep the aware public from being tortured by uncertainty, as well as from the risks posed by the mistakes of certain officials with criminal self-confidence," Aloyan wrote on his Facebook page.
