After Every Speech by Aliyev, Gunfire occurs Towards Border Villages of Armenia: Arman Tatoyan

The Human Rights Defender of Armenia, Arman Tatoyan, has made a statement on his Facebook page, revealing that they have highlighted segments from the speeches of the President of Azerbaijan during his visits to Shushi and Absheron that generate hatred and animosity towards Armenians.

Below is the post from the Ombudsman’s office: The Human Rights Defender’s office has again extracted those parts of the public speeches made by the President of Azerbaijan during his visits to Absheron on August 26, 2021, and to Shushi on August 31, that incite hatred and hostility. We have sent these segments in Armenian and English to the National Assembly of Armenia, the executive power, law enforcement bodies, as well as to NGOs for their operational use.

Studies and ongoing monitoring conducted by the Human Rights Defender's staff in Azerbaijani show that the President of Azerbaijan continues to generate hatred toward the entire Armenian people, the population of Armenia and Artsakh with his public speeches and messages, issuing threats and making offensive and incendiary statements. Moreover, his speeches are evidently reaching the level of fascism.

These policies are the consequences of the brutalities, tortures, and murders committed by the Azerbaijani armed forces against Armenian soldiers and civilians. The direct repercussions of these policies are the violations of rights of the residents of border areas in Armenia.

Furthermore, ongoing monitoring indicates that after every such speech or message, gunfire occurs towards the border villages of Armenia as well as the positions of the Armenian forces located in close proximity to these villages, aggravating the situation. Shootouts occur, and instances of killings and injuries among military personnel are recorded. Thus, there is a clear causal relationship.

The office of the Human Rights Defender of Armenia continuously conducts analysis of the messages and speeches of Azerbaijani authorities to document evidence of enmity and anti-Armenian policies under state sponsorship. The materials are studied from primary sources in Azerbaijani.

All of this is carried out with the aim of preventing human rights violations and eliminating existing infringements.
