How Much Will Additional Costs for Patrol Uniforms Amount To?
The Police of Armenia has developed and submitted for discussion on the Unified Website for Legal Acts and Projects a draft decree on amending the Armenian Government’s Decision No. 1446-N of December 12, 2013.
The current situation and the necessity for the adoption of the legal act are governed by the Government’s decision, which outlines the wearing of uniforms by police forces and the deadlines for wearing them. Due to the specifics of police service, the frequent application of the provisions of this decision causes inconveniences and is practically counterproductive. In particular, the type of uniform known as 'Wool Jacket-Pants with Epaulettes' is rarely used by police soldiers. The 'Winter Semi-Uniform with Epaulettes' and the 'Cotton Blend Jacket-Pants with Epaulettes' are permitted only for those executing special assignments, while in practice, the entire personnel of the Police Force wears these uniforms nearly on a daily basis.
During the summer, Police personnel don the 'Cotton Blend Jacket-Pants with Epaulettes' with rolled sleeves and semi-shoes, which makes effective service impossible in hot weather. The proposed draft specifies the types of summer uniforms for police officers, which will further enhance the quality of service.
The suggested amendments, by extending the term of certain types of uniforms and clothing, will enable funds saved to be used for acquiring summer uniforms.
This draft also defines the description of uniforms and time frames for service members of the new patrol service unit as well as their insignia.

The presented draft intends to introduce summer uniforms, both new types and those not presently envisaged for the Police service members, yet relevant considering today’s challenges. It also establishes the description and wearing timelines for the new patrol service unit uniforms.
Need for Additional Financial Resources and Anticipated Changes in the State Budget
The adoption of the draft will not create a need for additional financial resources concerning Police uniforms, and no changes will occur in the state budget’s expenditures and revenues. However, the projected additional costs for the state budget for police patrol uniforms from 2021-2024 will total 599,419.8 million AMD, including 99,685.2 million AMD for 2021, 95,370.7 million AMD for 2022, 268,812.9 million AMD for 2023, and 135,551.0 million AMD for 2024.
