VIDEO: Ruben Rubinyan Expresses Surprise Over Use of the Term 'Capitulation' in Parliament

During a speech at the National Assembly today, Deputy Speaker Ruben Rubinyan remarked that it is surprising to hear the term 'capitulation' being used for the umpteenth time from this podium.

“The term 'capitulation' is an incorrect term when describing the end of the 44-day war. Capitulation means to surrender or yield and can have different gradations—from the surrender of all types of armed forces to the enemy to the cessation of the existence of a state and the occupation of a state. You must agree that this did not happen with Armenia. Armenia did not surrender at the end of the 44-day war, Artsakh was not surrendered, there was no yielding, no capitulation took place. By saying this, I do not want to minimize our losses, not at all. There has been a defeat that we must confront,” said Rubinyan.
