Rules for Entering the Russian Federation
The Government of the Russian Federation has approved mandatory use of the "Traveling Without COVID-19" application for entering the country. It is noted that starting from July 25, foreign citizens and stateless persons, as well as citizens of the Republic of Belarus entering the Russian Federation from the territory of member countries of the Eurasian Economic Union via air checkpoints, must present a negative PCR test result through this application. Exceptions apply to those arriving in Russia from third countries via EAEU member countries who are in transit or making a short stop, provided they present a negative PCR test result taken within the last three days.
From September 1, the application will become mandatory for foreign citizens, stateless persons, and citizens of the Republic of Belarus entering the Russian Federation from Azerbaijan, Moldova, Tajikistan, Turkmenistan, and Uzbekistan through the air checkpoints at the Russian state border. Again, exceptions will be made for citizens who are in transit or making a short stop. In this case, they must also have a negative PCR test result conducted within the last three days.
The "Traveling Without COVID-19" program allows users to have the result of their Covid-19 test in a mobile application in the form of a QR code. Citizens wishing to travel to Russia must download the mobile application on iOS or Android, visit the laboratory included in the program with their passport, and take a Covid-19 test. When the laboratory inputs the result into the system, the test result will immediately reflect in the application. A positive result will have a red QR code while a negative one will appear green. Before departure, it is essential to ensure that the information is available in the application and that the flight time does not exceed 72 hours from the time of the sample collection. When crossing the border, it is necessary to present the QR code from the mobile application.
