In Gegharkunik, the deployment of Russian border guards ensures security with the inclusion of international guarantees, but it is desirable for each state to be able to provide its own border protection. This was stated by former Minister of Defense, Lieutenant General Seyran Ohanyan in an interview with "Pastinfo."

“Given the post-war situation and our security system, today the leadership of the Republic of Armenia builds its entire security system taking into account national and international guarantees. The deployment of Russian border guards in Gegharkunik provides security with international guarantees. Of course, it is desirable for each state to ensure its own border protection and their inviolability. We have a Russian military base in Armenia; together with them, we ensure our security, and the presence of the Russian base at our borders somewhat secures the safety of the borders,” said Ohanyan.

According to him, relying solely on an ally for border security means that the Armenian side cannot even implement primitive defense. “This is a consequence of the loss of sovereignty; defeated authorities will constantly be under dictation and coercion, and this defeatist policy is already presented to our society as a reality, and they consider that only the presence of the Russian Armed Forces will ensure our security. However, this indicates that you cannot even carry out primitive defense independently; this is a continuation of defeatist politics,” said Seyran Ohanyan.

In response to the comment that Russian border guards will be deployed in areas where enemy troops have advanced, resulting in a security zone being created at the expense of Armenia's sovereign territory, the former Minister of Defense noted that border guards should only be deployed after the enemy's military personnel return to their original positions. “Our border guards should stand and ensure the inviolability of the Armenian borders. What security zone are we talking about if the adversary has violated and penetrated our territory? They must be expelled from our territory at all costs,” emphasized Seyran Ohanyan.
