Vardevanyan Detailed the Application of the 'Armenia' Alliance at the Constitutional Court

The representative of the 'Armenia' alliance, Aram Vardevanyan, presented the details and explanations of their application to challenge the election results during a session at the Constitutional Court. According to Armenpress, during the court session on July 9, Vardevanyan stated that the application consists of two groups of questions: quantitative and qualitative.

Addressing the request to summon the President of Armenia as a witness to the Constitutional Court session, Vardevanyan said, 'The elections took place on June 20, but on March 18, Nikol Pashinyan announced that early parliamentary elections would occur on June 20. It is very important that the latter has not merely taken on the role of conveying announcements made by the president, but has declared this in his own name. I think it is obvious that this is not the same phenomenon. The Constitution states that the declarant is the President of the Republic.'

The representative of the 'Armenia' alliance insisted that another issue is that on April 25, Prime Minister Nikol Pashinyan announced his resignation while unambiguously stating that he would continue to perform his duties. Vardevanyan also pointed out the possible abuse of administrative resources. 'It was not a coincidence that by submitting his resignation, he continues to hold office in any case, even during the entire election process in the capacity of acting prime minister,' Vardevanyan said, expressing the view that Pashinyan has violated the principle of equality in the electoral process.

He also noted that in these elections, the acting prime minister, the Speaker of the National Assembly, acting ministers, regional governors, and several other high-ranking officials represented the force of a third party in the pre-election process. Speaking about the use of administrative resources, Vardevanyan mentioned that police forces accompanying the ruling party's prime ministerial candidate were present in hundreds or even thousands at every gathering. According to him, this was not accidental. 'The Administrative Court recorded the misuse of administrative resources concerning the staff of regional administrations and representatives of educational institutions,' he stated.

Regarding the voting by military personnel, he said that the Chief of the General Staff of the Armed Forces should be invited as a witness to clarify whether indeed 10,993 servicemen participated in the voting. 'According to the published data, we are dealing with such a figure,' said Vardevanyan, adding that there are several circumstances regarding the list of servicemen that should become a subject of proper investigation. He emphasized that the entire process related to servicemen is completely confidential, including the polling stations where they are to vote and how the list is formed.

The session ended at 18:00, with the President of the Constitutional Court, Dilanyan, inquiring how much time was left until the conclusion of Vardevanyan's report. Vardevanyan replied that there were 40 minutes remaining. The court allowed him to finish the report the following day.

Four political forces have challenged the election results at the Constitutional Court. The Constitutional Court decided to combine the applications of the 'Armenia' and 'Honorary Duty' alliances with those of the 'Awakening' and 'Armenian Homeland' parties, as the applications pertain to the same issue.
