We Must Return to Presidential Governance: Armen Sarkissian
Armenia must change its Constitution to return to a presidential governance model, making it a more predictable country for everyone. This was stated by Armenian President Armen Sarkissian during a video address at the Economic Forum in Qatar, as reported by RIA Novosti.
In 2015, Armenia transitioned from a presidential system to a parliamentary system following constitutional amendments.
“I am confident that we have great potential for development, primarily in IT technologies, but before that, we need to amend the Constitution and revert to presidential governance. With the current Constitution, Armenia is neither a presidential nor a parliamentary republic; it is governed by the Prime Minister. It has turned out that people have significant power but there is no accountability,” Sarkissian said.
According to the President, Armenia needs to undertake reforms that “focus on the future” — new technologies based on artificial intelligence should be brought into the country, and doors should be opened for the vast Armenian diaspora, so that the country can become more predictable and future-oriented.
