Have you been here since 1999 and still haven't learned Armenian? Kocharyan to Artik resident
Today, during a campaign rally of the 'Hayastan' alliance in Artik, a local resident asked the second President of Armenia, Robert Kocharyan, a question in Russian. The woman's question concerned the fact that they are refugees who received housing in 1999, but have still not been able to privatize the apartments given to them as refugees.
Kocharyan initially expressed surprise at the woman speaking Russian and joked, "You have been here since 1999 and still haven't learned Armenian?" The woman replied that she had come to Artik earlier but hadn't managed to learn Armenian. Kocharyan continued the joke, saying, "Once you learn Armenian, the privatization issue will be resolved." He then responded more seriously, stating that it is a technical issue that is very easy to resolve.
