I do not exclude that there are forces creating various obstacles during this time to freeze the return of prisoners, including considering the effect on the election results. This was stated by the Prime Minister candidate of the "Civil Contract" party, Nikol Pashinyan, in a declaration in the city of Abovyan.

“We have given a map of one region, however, unfortunately, I must say that these minefields do not separate us from them; they are behind the Azerbaijanis. Back in December, to create a constructive atmosphere, we provided these maps incrementally, when we understood that they were stopping the return of prisoners, and we too halted it. We are ready to provide maps of all minefields behind them, but our public will not understand if we unilaterally return them when we have prisoners,” said Pashinyan, adding that the first step of this constructiveness was demonstrated when they returned a lost soldier.
