Media Freedom Must Be Guaranteed in Electoral Processes, Says Tatoyan
The state is obligated to ensure the unhindered professional work of journalists throughout the electoral process and in covering related events. To this end, political forces participating in the elections should also do their utmost. This statement was made by the Human Rights Defender of Armenia.
The state bears high responsibility for ensuring the protection of journalists carrying out professional activities, especially during gatherings. Any obstruction to journalistic activity is unacceptable and must receive a prompt and appropriate legal assessment. State, including law enforcement bodies, must respond quickly and effectively.
Citizens and society rely on journalists' work to learn about the programs and goals of electoral participants, as well as what they intend to do to improve people's rights and situations. Consequently, they can make informed and confident decisions regarding the elections.
Any infringement or obstacle faced by a professional journalist not only jeopardizes the rights of the journalist but also adversely affects society's awareness, freedom of expression, and other rights.
The Human Rights Defender reaffirms the principled stance that robust protection of freedom of expression and speech is fundamental in a democratic society, especially during electoral processes.
Journalists and media representatives play an irreplaceable role in public debates and decision-making processes in a democratic society, acting as watchdogs and creating common platforms for the exchange and discussion of information and ideas.
Unfortunately, there are still misunderstandings regarding journalists' work, not only in society but also within the state system. Any official or public figure should clearly understand that the notion that a journalist obstructs their work is merely a stereotype and a result of an incorrect perception.
Every public figure must take into account that selective approaches or public targeting against journalists or media outlets negatively impact society, including on social networks, and lead to adverse re-targeting and obstacles for journalists in their work.
It is extremely important for political forces to send messages to their supporters regarding the role and importance of journalists' work. This will help avoid potential tensions.
On the other hand, to form correct perceptions about journalists, it is essential that journalists operate in accordance with the principles of responsible journalism, from selecting headlines for journalistic material to ensuring its comprehensiveness.
Such approaches render journalists invulnerable and allow them to more effectively protect their professional work.
Therefore, the Human Rights Defender urges journalists to contact the Defender's office regarding any professional obstacles faced in their work, including at the hotline number 116. Necessary measures will be taken in each case within the Defender's authority.
Issues concerning journalists are directly monitored by the Human Rights Defender, as well as under special ongoing monitoring by the working group operating within the Defender's office.
