Arman Tatoyan Visits Gegharkunik Province to Assess Border Situation
The Human Rights Defender, Arman Tatoyan, along with representatives of his office, has traveled to the Gegharkunik Province of Armenia to familiarize himself with the on-ground situation regarding the borders, conduct fact-finding activities, and protect the rights of border residents.
Since May 12, 2021, the Human Rights Defender has been receiving reports from the communities of Vardenis, Kut, Norabak, and Verin Shorja concerning the illegal presence of Azerbaijani armed forces within the territory of Armenia, directed towards the civil settlements in Gegharkunik.
Investigations by the office of the Human Rights Defender, including those from the Gegharkunik subdivision, confirm that criminal acts by the Azerbaijani military grossly violate the rights of residents living near the borders.
Residents have expressed concerns that the presence of Azerbaijani armed personnel near their communities endangers their lives and security, disrupting their mental peace. They also noted that they can no longer access grazing lands or engage in livestock husbandry, which is a source of income for their families. They are unable to keep large and small livestock in pastures, provide drinking water, or allow them to graze, threatening access to irrigation and water resources.
The Defender's office has also noted the reports appearing in media outlets. The Human Rights Defender urges international organizations to pay attention to the fact that the mentioned rights of Armenia's border residents are internationally recognized and guaranteed by the Constitution of Armenia. The outcomes of the fact-finding efforts will be summarized and sent to international organizations.
