Insufficient Information Gathered Regarding the Stone-Throwing Incident on Armenian Vehicle by Azerbaijanis

In relation to reports of stones allegedly thrown by Azerbaijanis at a vehicle transporting the bodies of deceased servicemen, the Artsakh police conducted a procedural investigation, which revealed that there was insufficient information demonstrating the commission of a criminal act related to the damage or destruction of someone else's property.

This was reported by the press office of the Prosecutor General's Office of the Republic of Artsakh, specifying that the factual data obtained indicated that the windshield of the vehicle was damaged as a result of rockfall. Therefore, the investigative body decided to refuse to initiate a criminal case based on Clause 1 of Part 1 of Article 35 of the Criminal Procedure Code of the Republic of Artsakh (absence of a criminal offense).

The investigation clarified that the incident occurred on the night of March 29, 2021, when a resident of Syunik Province, Armenia, identified as H.H., was passing through the 8.5 km point of the Shushi-Goris road in his Ford Transit vehicle. A survey of the scene revealed that there was a sloped area on the right side measuring 5-6 meters in height, from the top of which stretched approximately 100 meters of rocky terrain showing signs of periodic rockfalls, which directly cascaded onto the roadway.

The driver of the vehicle provided a written explanation, stating that at the time of the incident, there were no other vehicles on the roadway, no people were noticed, and since the damage to the vehicle's windshield was specifically on the right side, he too speculated that it was a result of rockfall. When he stopped the vehicle near Berdzor and inspected the extent of the windshield damage, he discovered sand grains and soil remnants.
