It Is Known When the Armenian Side Learned About the Attack During the April War: Kocharyan
The report of the April Inquiry Commission will gradually be presented to the public, within permissible limits, that is, in the part where there is no confidentiality. This was stated by Andranik Kocharyan, a member of the 'My Step' faction, during a briefing with journalists at the National Assembly.
It should be noted that today the report of the April Inquiry Commission was presented and discussed in a closed session of the National Assembly.
'I made a speech lasting about an hour, and the President of the National Assembly, Ararat Mirzoyan, suggested that a certain excerpt be made from my speech and presented. In the coming 2-3 days, if we find such pieces, we will publish them. In any case, this report documents answers to many questions regarding the war. I should add that only the former Chief of the General Staff, Yuri Khachaturov, did not meet with the commission, and if we had heard from him as well, it would have completed the puzzle,' said Kocharyan.
In response to journalists' inquiries about whether it has been clarified when the Armenian side knew that Azerbaijan had begun large-scale operations during April, the deputy replied that yes, that moment is indicated in his speech with a specific hour and minute. However, they cannot announce this yet, as it is still unclear which part of the report is considered confidential.
When asked if, after all, did we win the April war, Kocharyan replied that former President Serzh Sargsyan, for example, says so. Kocharyan assured that as a result of the war, Azerbaijan has violated the ceasefire agreement of 1994 and the demarcation line. This means that the positions where operations took place were retained by Azerbaijan. Kocharyan himself asked, 'Did we win or not?'
Kocharyan noted that the report should be made as accessible as possible to law enforcement agencies. It is worth mentioning that high-ranking officials, including former President Serzh Sargsyan and former Prime Minister Karen Karapetyan, were invited to and participated in the sessions of the inquiry commission investigating the circumstances of the April 2016 war.
