National Security Service Uncovers Embezzlement and Misappropriation Cases

Investigation materials have revealed factual data indicating that K.H., the director of the "Yerevan No. 4 Vocational State College", has employed several individuals—his close associate H.K., his wife A.B., his brother A.D., and acquaintances V.B. and F.B.—in various positions within the organization since October 2019. K.H. was fully aware that these individuals failed to attend work and fulfill their job responsibilities from October 2019 to April 2021. With a unified intention, he confirmed and validated the organization’s employee roster each year with his signature, listing these people as employees of the organization.

As a result, approximately 9,200,000 AMD was unjustly disbursed from the organization’s budget in the form of salaries for days not worked. Thus, K.H. misappropriated this substantial amount through wrongful spending, leveraging his official position.

Furthermore, K.H. allowed V.B. and F.B. to rent a two-story building on the organization’s premises, covering an area of approximately 250 square meters, in October 2019 without the requisite documentation. The rent was agreed at 80,000 AMD per month for the purpose of establishing a furniture production enterprise. From November 2019 to April 2021, V.B. and F.B. paid the agreed amount to K.H., which he failed to deposit into the organization’s cash register, thus misappropriating approximately 1,400,000 AMD by exploiting his official capacity.

A criminal case has been initiated in the Investigative Department of the National Security Service regarding the significant embezzlement and misappropriation committed by the official under the first part of Article 179, part 2, clauses 1 and 3 of the Criminal Code of the Republic of Armenia.
