Aliyev Promotes State-Level Hatred and Hostility Towards the Residents of Armenia and Artsakh: Human Rights Defender
The Human Rights Defender of Armenia, Arman Tatoyan, has addressed the speech of Azerbaijani President Ilham Aliyev made on April 13. Tatoyan reminded that Aliyev spoke at an event titled 'A New Look at the South Caucasus: Development and Cooperation After the Conflict.'
'The Armenians have a distorted psychology; they need good doctors, and the poison of Armenians comes from the diaspora,' are Aliyev's words from April 13, 2021. His speech fosters hatred and racism; it is fascist in nature. It incites animosity between Armenia, Artsakh, and the diaspora.
Quoting from the April 13 speech, 'They (referring to Armenians) need good doctors. I have repeatedly said that they have been poisoned. This poison mainly comes from their diaspora, which enjoys life in peaceful and beautiful places in southern France, California, Krasnodar, and other capitals. They want the Armenians of Nagorno-Karabakh and Armenia to be their hostages and tools so they can pursue their sharp and nationalist ideas. The Armenian society... lives behind an iron curtain and is under the influence of these poisonous ideas. We are ready to support them in this matter.'
'This is again related to their psychology. They think the whole world owes them. This mindset has thrown them into the current humiliating situation, yet they continue to believe they should be helped... They do not realize that the problem lies within themselves. The greatest danger to Armenia is their own psychology. This must change, and perhaps it will be a turning point for them to understand the heavy lesson we have given them.'
'This is their psychology: they have been brought up as if they are the world's greatest nation, deserving of total support; everyone owes them, yet no one knows why. They used false narratives to gain personal and corporate advantages. Now everyone understands that their army does not exist; they have 10,000 deserters and 10,000 in their 'Invincible Army.' Their entire perception has changed. You are absolutely right; it is a distortion, a psychological distortion.'

Aliyev's speeches on April 12 during the opening of 'Purak' and on April 13 solidify the belief that ordinary people living in Armenia and Artsakh, and the entire Armenian nation, have psychological distortions, are filled with poison, are misunderstood, wild, arrogant, and lack morality, etc. In contrast, he displays the advantages of the Azerbaijani people, considering them superior in class, morality, and psychology. All this is done at the expense of the blatant distortion of historical facts. The Human Rights Defender of the Republic of Armenia calls the attention of international organizations, particularly those with a mandate for human rights protection, to these speeches of the Azerbaijani president and the policies being conducted. It is evident that he is promoting state-level hatred and hostility, racism, and fascist policies against the residents of Armenia and Artsakh, and the Armenian people. These speeches and policies are the causes of Azerbaijani atrocities and brutalities, the foundation of torture. They are a threat to peace and harmony in the region, undermining the internationally recognized foundations of the human rights system. Unlike the mentioned speeches, no government of the Republic of Armenia in any historical period has ever conducted state policy of hatred or hostility against the people of Azerbaijan or ordinary people living in Azerbaijan,' stated the Human Rights Defender of the Republic of Armenia.
