Minister Suren Papikyan Holds Consultation with Regional Governors

Under the leadership of Minister of Territorial Administration and Infrastructure Suren Papikyan, a consultation with regional governors took place today, with the participation of Garik Sargsyan, the head of the State Committee for Property Management under the Ministry.

The meeting addressed the support of regional administrations in the completion and refinement of the State Property Management Committee's databases. The minister emphasized the importance of coordinated efforts between the committee, territorial governance, and local self-government bodies in the comprehensive registration of state property, aligning data regarding immovable property owned by the state, and completing the incomplete databases.

In addition to the agenda items, the meeting discussed ongoing projects and works in various sectors across the regions, their outcomes, and current issues. It was noted that in 2021, communities across the republic submitted 800 preliminary applications aimed at the development of community infrastructures, which will be reviewed soon by the interagency commission that evaluates subsidy applications.

Minister Papikyan highlighted that in the selection of subsidy applications for the current year, priority will be given to projects that address essential issues within communities and improve or construct vital infrastructures. Governors were also instructed to focus on the unfinished projects from the previous year due to the pandemic and war, ensuring the pace and quality of construction is maintained and these projects are completed within the proposed timelines.

The governors reported to the minister on the results of revenue collection in the communities of the regions. In the first quarter of 2021, community-generated revenues amounted to 5.264 billion AMD, which is an increase of 470 million AMD compared to the same period last year.

Other issues related to increasing the efficiency of the operations of regional administrations were also discussed. The development of the 2021 annual operational program stemming from the regions’ development strategy for 2017-2025 and the restructuring of priorities, as well as the resumption of training for community services and local government staff in 2021, were addressed.
