Armen Sarkissian Has 'Put a Soft Pillow Under the Minister's Head'
Today, Armenian President Armen Sarkissian convened a meeting with the rectors of state universities. The topic is the law on "Higher Education and Science," which was sent to the President two days late, violating legal deadlines.
The newspaper learned that before meeting with the rectors, the President also met with the Minister of Education, Science, Culture and Sports, Vahram Dumanyan, to discuss the controversial draft law. The Minister attempted to understand what position Sarkissian holds regarding this issue, considering the existing criticisms.
As it turns out, Armen Sarkissian has, so to speak, 'put a soft pillow under the minister's head' by stating that he does not see serious problems with the law. However, after that meeting, it became clear to the government that Sarkissian does not wish to sign the draft law, and furthermore, due to violations in the National Assembly, the future of the controversial law is entirely uncertain.
As is known, this draft law was supposed to be sent by March 31, yet it was sent to the President on April 2. This means that the President cannot sign it. Perhaps the goal of the President's meeting with the rectors was to address the situation surrounding this law and to learn the rectors' opinions.
Moreover, some rectors are quite radical and are demanding that the President refuse to sign the law, sending it to the Constitutional Court to determine the unconstitutional provisions within the law.
