If Going for Majoritarian Elections, Intra-Country War Would Be Inevitable, They Would Have Clashed: 'Hraparak'

Sergey Bagratyan, who left the Prosperous Armenia Party months ago, has become one of the co-authors of the draft amendment to the Electoral Code. Yesterday, we asked him whether the authorities pulled him to their side by offering him their single vote and made him a co-author of the draft. Bagratyan replied that it is the government that has joined his project.

“As early as 2017, during the rule of the Republican Party, this issue was being discussed again. Davit Harutyunyan, Armen Rustamyan and I reached a consensus that there should be a closed proportional electoral system. The Dashnaktsutyun party insisted on having majoritarian elections throughout the republic, while the Republican Party said this was technically complicated,” he stated.

If there was a consensus, why didn't they opt for that electoral system in 2017? Bagratyan replied, “Well, it didn’t get anywhere back then; it just stayed like this.” According to him, under the current tense atmosphere, holding elections based on majoritarian electoral rules would have led to an inevitable internal conflict. “They would have clashed. Let political forces work on the confused masses; what's the problem? Let the system that says, ‘I’ll do this, I’ll do that’ not work anymore,” Bagratyan emphasized.

Although he entered parliament through majoritarian elections, he assures that he has not made such promises. “Isn't it better now to have an ideological, political parliament?” He added, “Of course not; let professionals come.”
