Delegation to be Sent to Armen Sarkissian: What Plans is Pashinyan's Team Developing?
According to the newspaper 'Jamanak', Prime Minister Nikol Pashinyan's team is preparing to send a delegation to President Armen Sarkissian in the near future. The issue is that the Electoral Code seems to have become a headache for the ruling team, and the authorities are seeking solutions.
In one of our previous publications, we mentioned that the authorities decided not to completely change the Electoral Code but to only remove the proportional voting system and proceed with the upcoming snap parliamentary elections on June 20 using a simple proportional system.
It should be noted that the package of amendments to the Electoral Code is currently with the Venice Commission, which is expected to discuss and provide expert opinions. Although Prime Minister Nikol Pashinyan stated during a Q&A session with MPs that the issue of changing the Electoral Code has been left to the discretion of the authorities by the opposition, the Venice Commission emphasizes the importance of reaching a broad consensus for any changes to be adopted in the Electoral Code. This means that key players in the political field, including those outside the National Assembly, must also provide their agreement.
Therefore, even if the ruling faction succeeds in ensuring a consensus in parliament, there is concern that President Armen Sarkissian may refuse to sign the bill proposing changes to the Electoral Code. This is precisely why the ruling party is planning to send mediators to the president in the coming days to understand his position and plans.
It is noteworthy that while parliamentary forces such as the Prosperous Armenia Party (BHK) and the Enlightened Armenia Party (LHK) declare that they will participate in the snap elections under any electoral system, it is crucial for non-parliamentary forces to align their position based on the changes to the electoral system.
