The President of Azerbaijan and the authorities have been conducting a policy of hatred and enmity against Armenia, Armenian citizens, and the Armenian people for years and continue to do so. The same has been done or openly encouraged by the Turkish authorities. This was stated by the Armenian Ombudsman Arman Tatoyan on his Facebook page.
“Just three examples:
1. The President of Azerbaijan proudly stated in his message to the 7th congress of the ‘New Azerbaijan’ party on March 5, 2021, that ‘the young generation has grown up with a sense of hatred towards the enemy.’ The enemy refers to Armenia and the entire Armenian people, who are hated by a whole generation.
2. The President of Turkey, during a military event in Baku on December 10, 2020, compared the war in Artsakh to the Armenian Genocide in the Ottoman Empire and the mass slaughter of Armenians in Baku in September 1918. According to him, that day was the day of glorification of the souls of Ahmed Jevad bey, Nuri Pasha, Enver Pasha, and members of the Caucasus Islamic Army.
3. The ECHR rulings have documented that the killing of Armenians in Azerbaijan has ethnic motivations and is encouraged by governmental bodies. Therefore, whatever process or program there may be, or whatever words may be used, these fundamental realities cannot be ignored.
This means that there can be no one-sided process developing at the expense of the life, physical security, or any other rights of Armenian citizens, or the normal life and peace of the population of Armenia. The state-sponsored hatred and enmity towards Armenia and the Armenian people in Azerbaijan or Turkey has not only not diminished but has received new manifestations due to a lack of accountability.
This statement of the Ombudsman is directly related to the gross violations of human rights recorded during and after the armed attacks in September-November of 2020, and also takes into account that the issue has become a subject of broad public discussion.
