Moses Hakobyan, the former head of the RA Armed Forces General Staff, stated during a meeting with journalists on March 23 that the Constitution restricts military personnel from engaging in politics, and that the army must maintain neutrality in political issues, which also applies to the army's commander, namely the Prime Minister of the country.

"The Prime Minister should not dismiss military personnel from their positions based on political ambitions. Where did all this begin? There have been problems, the army has acted cautiously, doing all these things while grinding its teeth, making no statements. The dismissal of the first deputy chief of the General Staff, Tiran Khachatryan, preceded the well-known statement. Why was he dismissed? Did he commit a crime, betray the homeland, or perform his duties inadequately? According to legislative grounds, there is no basis for dismissing Tiran Khachatryan, he has not made any violations," Hakobyan stated.

He added, "They say he laughed; is it forbidden to laugh in our country? If someone is saying nonsense, do I not have the right to laugh about it? The person has the right to laugh." Hakobyan also noted that those who know Tiran Khachatryan understand that he is such a person, a cheerful person who loves to laugh. "His dismissal is political. If the army should not engage in politics, then politics should not be brought into the army. If you bring politics into the army, the army will be forced to engage in politics," emphasized Moses Hakobyan.
