Today, I had the opportunity to attend the administrative hearings regarding fines imposed for red lines and as a citizen, to see how the administration is being carried out. It turns out that attendees have also put in efforts to corrupt this problematic system.

The mayor has appointed a person as head of the department reviewing administrative violations who believes that the issue of imposing or not imposing a fine can be resolved within the framework of his own interpretations of the law. Now I am trying to understand the statistics and I see that the official indeed acts according to his whims. In one case, under completely similar circumstances a fine is imposed, while in another, it is 'removed.'
