Revelations of the Rector of the Armenian State University of Economics and Damage Amounting to Millions: Gayane Muradyan

Gayane Muradyan, head of the General Division of the Armenian State University of Economics (ASUE), has stated on her Facebook page: “The revealed violations of ASUE rector Diana Galoyan result in the waste of millions from the university’s budget.”

She continues, “I inform you that Diana Galoyan carries out actions that apparently intentionally lead to the misappropriation of university budget resources. On February 10 of this year, the General Jurisdiction Court ruled and described in detail that the order of Diana Galoyan to terminate the employment contract with Khachatur Avetisyan on the grounds of position change (where an engineer-energy specialist was artificially converted into a construction engineer) was illegal. According to part 3 of Article 113 of the Labor Code, the employer is obliged to offer another position corresponding to the employee's professional qualifications, competencies, and health status, but none were offered.”

“As a result of this illegal decision, the court ruled to restore the employee to their previous position and to recover approximately 4 million dram in favor of the employee from the university (http://datalex.am/?app=AppCaseSearch...). Not content with the millions of dram damage caused to the university’s budget as a result of her apparent illegal actions, Diana Galoyan now intends to repeat the same violation, fully aware of the consequences of her actions following the court’s decision.”

“I have been working at ASUE since 2012, and since May 13, 2019, I have been in charge of the General Division of ASUE, which organizes the university’s operations, archives, and special sectors. On February 5 of this year, I received a notification from ASUE rector Diana Galoyan stating that I was to be dismissed from my job on April 8 due to the reduction of positions, and that no alternative roles would be offered to me due to lack of opportunities.”

“I inform you that the Special Division has been separated from my head General Division, establishing a new Special Division at the university. However, not only was I not offered the position of head of that division, but even the position of administrator was not offered. Furthermore, the organization of the archive’s operations has been incorporated into the newly created Special Division, yet the mere naming suggests that the archive does not fall under the Special Division’s work, which has been done for the purpose of artificially changing job positions.”

“Thus, although there is a court ruling indicating that this illegal approach leads to the unnecessary waste of the university’s budget resources, Ms. Galoyan, in the grossest violation of part 3 of Article 113 of the Labor Code, has not offered me any of the aforementioned positions that are available and correspond to my professional qualifications, competencies, and health status.”

“What connects me and the previously unlawfully dismissed employee, Khachatur Avetisyan, is only the fact that the university rector wanted to rid herself of us due to our perspectives regarding the illegal activities occurring at the university. Naturally, I will appeal to the court in the same manner to restore my rights, but it is unclear why the university, whose budget resources arise from students' tuition fees and state funding, should suffer from Diana Galoyan's intentional actions. The responsibility for these illegalities should be borne personally by Diana Galoyan, against whom I will file a crime report.”
