Authorities Have Concealed the Agreement with Azerbaijan Regarding the David Bek-Goris Road in Syunik: Tigran Abrahamyan
The head of the Analytical Center "Hamakarg," Tigran Abrahamyan, who previously served as an advisor on security issues to the President of Artsakh, made a Facebook post stating: "Days ago, former Prime Minister Hrant Bagratyan mentioned in his post that a Russian border guard referenced a certain six-point memorandum during a conversation regarding the Syunik region, which, according to the Russian serviceman, stems from the trilateral statement of November 10, 2020.
Given that the authorities have not announced anything on this matter, during today's question-and-answer session in Parliament, one of the MPs raised this issue. Deputy Prime Minister Tigran Avinyan indicated that addressing the question would involve discussing certain state secrets, which he cannot do from the podium of the National Assembly.
"Let’s not make such discussions public, and if there are similar questions related to security matters and specifics, I think you can hold meetings and hearings in the relevant committees, inviting representatives from the Ministry of Defense, the General Staff, and the National Security Service to gather information," he noted.
Thus, while not denying the existence of the memorandum, the Deputy Prime Minister acknowledges that there is a problem related to state secrecy. What kind of issue could it be? A country at war with Azerbaijan should have no issue keeping its agreements or memorandums secret with Azerbaijan, yet the publication of such agreements to the Armenian public seems to pose a threat to national security.
First, the government has not explained why it concealed this agreement with Azerbaijan from the public. It appears that Azerbaijan, guided by GPS, has based its actions on the agreements made or "taken" from the Armenian side. And what other secret agreements exist, and what calamity awaits Armenia and Artsakh, can only be speculated upon.
Second, if there are confidentiality provisions within the agreement that are not appropriate to disclose at this time, the authorities were at least obliged to outline in general terms what it concerns and justify the necessity of keeping certain provisions under secrecy.
However, the government has completely concealed the process, which exacerbates various rumors and analyses regarding potential new losses.
