No Significant Financial Resources Involved in Artsakh Housing Programs Since November, Artak Beglaryan

In an interview with Artak Beglaryan, the Chief of Staff of the President of Artsakh, we discussed the return of residents after the war, the issues faced by displaced persons, and the humanitarian programs being implemented, including support from the Russian Federation and other matters. This was reported by Hetq.am.

Since November 10, over 100,000 citizens have returned to Artsakh, while around 40,000 Armenians from Artsakh remain primarily in Armenia. Most of them are displaced individuals. Efforts are being made to restore the existing, partially damaged housing stock in Artsakh to quickly accommodate those who have been displaced.

Some of those who have not returned to Artsakh own homes but, due to uncertainty, are not coming back. Beglaryan notes that, from a security perspective, there is a certain level of clarification since mid-November; however, due to the uncertain future of Artsakh's status, people still see a need for guarantees. Nevertheless, many envision their long-term future in Artsakh.

In the near future, plans to construct thousands of homes will be launched, and existing partially destroyed homes that have been uninhabited for a long time will also be rebuilt. The majority of the displaced population living in cities wishes to resettle in Stepanakert, but the authorities in Artsakh encourage resettlement in the regions.

There is a shortage of financial resources and labor for large-scale construction in Artsakh. Beglaryan believes that three months after the war, Artsakh should have become a major construction site, but it has not.

“The main issue is the lack of financial resources or their near-absence, as there have been no significant financial resources involved in housing projects from November until now; these resources were supposed to primarily come from the funds collected by the 'Hayastan' All-Armenian Fund. Due to certain issues within the Fund and slow bureaucracy, the financial resources have not been directed or flowed to Artsakh,” stated the Chief of Staff of the President of Artsakh.
