‘If I Had Been in Power in 2020, the War Would Not Have Started’: Armenia’s Second President Robert Kocharyan

The war starts only when the enemy is confident that it will win, stated Armenia’s second President Robert Kocharyan in an interview with Sputnik Armenia.
Speaking about the war in Artsakh, Kocharyan emphasized that Azerbaijan had clearly been planning both the information attack and the military operations for a considerable amount of time. However, he argued that such developments could have been avoided.
“If I had been in power, I am absolutely sure that there would have been no war. And if there had been, there would have been total mobilization and the concentration of resources to such an extent that we would undoubtedly have stopped the enemy,” Kocharyan stated.
