Video: NSS Detains 'Patron David'

During the investigation of a criminal case at the National Security Service's investigative department, it has been established that D.G., the chairman of a company registered abroad, in preliminary agreement with the company's director A.B., intended to embezzle a particularly large sum of money. They signed a contract with the Ministry of Defense of Armenia on behalf of the company, obligating the company to supply ammunition of the relevant caliber for artillery manufactured between 1983 and 1986 for the needs of the Armenian Armed Forces in 2018.

Subsequently, taking advantage of the opportunities provided by the signed contract, A.B. and D.G. began the fraudulent sale of goods that did not correspond to the subject of the contract and embarked on embezzling a particularly large sum of money from the Ministry of Defense. Thus, instead of supplying the agreed-upon artillery ammunition, they deceitfully supplied older ammunition of a different type, manufactured in Czechoslovakia in 1977, worth a total of 1,083,000 USD, equivalent to 523,089,000 AMD. This ammunition significantly lacked the tactical and technical capabilities of the types for which they were supposed to supply them, failing to provide the necessary range for hitting targets, and did not meet the ballistic characteristics of the artillery in the Ministry’s inventory and the parameters outlined for mountain firing in the Armed Forces, rendering it impossible to solve combat tasks with these supplied rounds. As a result, a particularly large sum of 1,083,000 USD, equivalent to 523,089,000 AMD, was fraudulently embezzled from the company’s account under the contract.

D.G., the chairman of the supplying organization, was detained by the NSS's investigative department on suspicion of embezzling particularly large amounts of money and has been charged under relevant articles of the Armenian Criminal Code. A motion has been filed with the court to apply detention as a measure of restraint. Additionally, charges have also been filed against the company's director, with a similar motion submitted to the court for applying detention.

Necessary investigative and other procedural actions are being undertaken to recover the damages caused to the state due to the crimes committed, to clarify the full circle of individuals involved in the corrupt mechanism, and to provide a legal assessment of their actions. It should be noted that the NSS's investigative department is currently also examining other criminal cases related to abuses committed by D.G. during the supplies made to the Ministry of Defense through corrupt mechanisms, which are currently under active investigative and procedural actions.
